Democracy works best when all eligible voters participate. Yet election rules vary widely from state to state, making it much harder to vote in some states than others. These differences are more significant now than ever, as we prepare to conduct the most important election of our lifetimes during the ongoing COVID-19 pandemic.

Why States Matter: Gerrymandering

Democrats have overlooked state legislatures for too long, and the Republicans realized that that was a loophole. It was the perfect bargain — in a gridlocked Washington, DC, where nothing could get done, if the Republicans were able to spend a little bit of money and focus down-ballot they would be able to take control of state legislatures in 2010 and would be able to draw themselves a lasting and durable majority and advance a very conservative agenda within states where it wouldn’t have been possible otherwise.
